Image editing programs like Adobe Photoshop are ideal when resizing images. Here I am using Photoshop CC but the steps are the same with any recent version of the program.
Steps to resize image without losing Quality Photoshop cc
- Convert to 8 bits/channel mode
- Convert to sRGB profile
- Resize image to the intended final size x 1.67
- Sharpen image
- Duplicate background layer
- Sharpen image again
- Add layer mask to background layer
- Resize image to the actual size
- Adjust opacity to 70%
- Add Levels layer and adjust midtones to 0.97
- Add Saturation layer, adjust saturation to +8
DONE!!!!!!!!

One more step I want to add in this technique that we don’t need to sharp all things in the image. So just click on layer mask of duplicate background layer then click on bush tool and select black color afterthat drag your brush to the area that you don’t want to sharp.

Convert 8 bits/channel Mode
The file/image size of 16 bit will be heavier than 8 bit, also it will use more memory and some option may be disable in 16/32 bit. So 8 bit is almost OK in every prospect & I will suggest u to not go for 16/32 bit mode. To Convert 8 bits/channel you have to click on “Image/Mode” in Photoshop CC and select 8 bits/channel Mode.Convert to sRGB Profile
Editing is faster in RGB profile mode. RGB profile is the only Photoshop mode in which all the tool options and filters are accessible. You have to click on “Edit/Convert to profile” in Photoshop CC and convert to sRGB profile.Resize image to the intended final size x 1.67
Now take what you want as your final output size and multiply it by 1.67. For example my original image size is 4500 px wide and I want to resize image to 800 px wide. So here 800 px wide final size starts by first reducing the image to 800 x 1.67 = 1336 px. You have to click on “Image/Image size” and then change width to 1336 px, resolution 72 and select Resample is Bicubic smoother.Sharpen image
The Sharpen filter in Photoshop CC is best used for minimal touchups in small areas. This single-step filter increases the contrast between all the pixels in the image or selection. Although this filter makes the image look sharper, it can add a grainy look to solid areas that aren’t part of the edges.Duplicate background layer
Drag and drop the layer onto the new layer icon at the bottom of the layers palette.Sharpen image again
Select duplicate background layer and then click on “filter/sharpen” image again.Add layer mask to background layer
Select duplicate background layer and then click onto the Add layer mask icon at the bottom of the layers palette.Resize image to the actual size
Select layer mask of duplicate background layer and resize image to your actual size of 800 px wide.Adjust opacity to 70%

You use the Levels adjustment to correct the tonal range and color balance of an image by adjusting intensity levels of image shadows, midtones, and highlights. Click the Levels icon in the Adjustments panel and adjust midtones to o.97.Add Saturation layer
Hue/Saturation lets you adjust the hue, saturation, and lightness of a specific range of colors in an image or simultaneously adjust all the colors in an image. Click the Hue/Saturation icon in the Adjustments panel and adjust saturation to +8.One more step I want to add in this technique that we don’t need to sharp all things in the image.
